Green Hall Bldg #357 water event January 5, 2014


Timeline from Nick Greco:

At approx, 07:50hrs a fire alarm was activated at Green Hall indicating water flow. 

St. Paul Fire and UMPD were dispatched. 

UMPD (Officer Jackson) arrived to find water flowing out a window of room 17. St. Paul Fire and UMPD made entry to find a burst pipe in Rm. 17 above an open window.

St. Paul Fire (SPFD) used water stops to plug the pipes and stop the flow of water. The fire pump for the sprinkler system had activated and was shut off. There was a slight smoke haze due to electronic equipment getting wet but there was no fire as originally indicated.

SPFD used squeegees to move water to a pumping device which pumped the water outside. 

DEM and DEHS were notified at 08:00 hrs

DEM sent a notification at 08:03 hrs

DEM (Nick Greco) arrived at 08:15 hrs to assess the damage.

UMPD, SPFD and FM were on scene performing clean up.

Additional info DEHS:

On the morning of January 5, 2014 a sprinkler pipe froze because of an open window reported by the St. Paul Fire department in room 17 Green Hall.  Some smoke was observed related to electronics that were water damaged.  Sprinkler pipes in room #17 are capped off.  The building is under fire watch until the sprinkler water lines can be repaired. 

St. Paul fire department responded.  They cleared at approximately 0830.  

Calls came into DEHS via AHERPS at approximately 0800 to Brian Brosnan and Pat Martin.  Neil Carlson and Mike Buck from DEHS responded on scene at Pat Martin's request at approximately 0830.  

Recommendations:

Remove the sheetrock and insulation marked wall in room 17 at 24.5 inches up.  A section of the south wall near the window will need removal floor to ceiling.  Remove the water damaged ceiling tiles.  Materials wet for more than 48 hours will need FM Haz Mat removal.  

Asbestos floor tiles were noted on the survey under the carpet in room 17.  Carpet in room 17, 15 and 10B will extracted and then removed.  Remove furniture and other materials on the floor from these rooms.  Stop carpet removal if floor tiles come up with the carpet. Contact FM Haz Mat for assistance.  Carpet in 10A will be extracted and dried.   Remove the vinyl base cove in room #15 on the north side of the room.
